Somalia: The first Global Liaising
commissioner for peace and security
Djibouti (HAN) July 19th, 2010 - The African Union
Commission is liaising with the United Nations and other
international agencies for financial and military hardware
support for the proposed force to be based in Somalia through
Addis Ababa Headquarters.
Africa’s proposed standby conflict- intervention force will
become operational before the end of 2010, according to the HAN
and Geeska Afrika Magazine Reporter in Addis Ababa, Ato Ayane.
The regional units of the AU forces are training the personnel,
some of whom will be ready for deployment in September for
Somalia and Southern Sudan, Ramtane Lamamra, the African
commissioner for peace and security, said today. Africa’s
eastern, southern, central, western and northern regions will
each provide 5,000 soldiers, police officers and civilians, to
start the first operations, he said.
The Two thousands African union troops should be in Somalia by
the end of next month. Those numbers could include troops from
neighbouring countries such as Ethiopia, Djibouti, Somaliland
and Uganda. The United States, the main financial and logistical
backer of AMISOM, indicated last week it would be willing to
support the proposed peace building forces in Somalia, according
to the security minister of the Somalia TFG, Ahmad Abdisalam.
Ahmed Abdisalam’s description of Somalia under Al-Shabab is
similar to that of Afghanistan during the Taliban’s rule. Al-Shabab’s
rule is guided by a medieval and repressive interpretation of
Islam, and it has attracted foreign jihadists—who may have
international ambitions—to Somalia. According to in an interview
2009 with Macleans, Ahmad drew comparisons between Southern
Somalia and Southern Afghanistan and argued that the
international response should be similar.
The African Union summit in Uganda will have the authority to
deploy the force to fight terrorism, drug trafficking, piracy
and to work in conflict zones, such as Somalia, Sudan, Djad,
Congo and Mauritania. The regional Security Force headquarters
will be in Addis Ababa, Ethiopia. the “The five regional
brigades are training their officers,” the African commissioner
for peace and security, said today.
The African Union Commission is liaising with the United Nations
and other international agencies for financial and military
hardware support for the proposed force, Lamamra said.
The first Preliminary meetings are under way for a summit of
African leaders in the Ugandan capital, Kampala, less than two
week after the shocked twin suicide bombings that killed 76
civilians in Uganda. The All-shabab bombings have placed Somalia
at the top of an agenda nominally dedicated to improving health
care for Africa's infants and pregnant women, after the G20
summit in Canada.
The AU gathering is about saving the lives of African women in
childbirth. One in 16 women in sub-Saharan Africa dies while
giving birth, compared to one in 4,000 in the developed world.

Mr. Obama said this week's attacks show that al-Shabab and other terror
groups must be stopped.
"If al-Shabab takes more and more control within Somalia, it is going to
be exporting violence the way it just did in Uganda," said Mr. Obama.
